Change salt water to fresh water and vice versa.

If you are low on money (and don't want to use CALL COUSIN VINNIE) than follow this tip:
Go to ordinances
Turn off all ordinances that have the money beside it in red and has a negative sign in front of the number.
Turn on all ordinances that are worth $0 or more, including gambling and parking fines.
Build these buildings (Best to use cheats listed in the cheats section here):
Casino
Amusement park
Stadium
Waste converting plant (once offered or use cheats)
Then go to budget, and lower the amounts to about the line and raise the taxes to about 8-10
After that, go to meet, and when people from the different towns ask that you take or give stuff, and offer money for it, accept.
Then, if you have $2,500 or more (or use I AM WEAK), connect to your neighbor(s). After that, just put the speed on Cheetah (fastest) and wait while the money rolls in!
